John E. Barker, Ph.D.
Vice President, Operations & Strategic Planning

Dr. Barker brings a unique blend of strategic strengths, system-engineering expertise, operating experience, and compelling communication skills. Dr. Barker has worked in and with a variety of enterprises ranging from small businesses (less than $1 million in annual revenue) to large businesses (GE). In virtually every assignment from Project Manager to General Manager, Dr. Barker has led teams to extraordinary accomplishments spanning the spectrum from cutting edge embedded test technologies to large-scale systems literally encompassing technologies from DC to light. He has led those teams to develop both winning proposals and advanced hardware and software that dominated the markets they served. In the process of leading those successful efforts, Dr. Barker also gained a deep understanding of the factors contributing to strategic successes and failures (thus enabling his enviable win record). He formalized that understanding into 3D Strategic Thinking®, a disciplined, rigorous approach in use by over 20 Fortune 500 companies for developing and assessing business and competitive strategies.

In 1997, he implemented 3D Strategic thinking® in software to enhance its
accessibility and ease of use. He now consults with and supports numerous
national and international firms, helping them to develop and implement winning
business and competitive strategies while dramatically enhancing the effectiveness
of his clients' proposals. To do so, Dr. Barker quickly grasps both the technical and
business particulars of his clients' offerings; develops a full strategic understanding
of the best way to present those particulars; and distills that into compelling words
and graphics effectively communicating client differentiators and key messages to
all customer levels. He excels at preparing the proposal Executive Summary.
John. Barker has a BS/MSEE, Iowa State University and a Ph.D. in Computer and
Control Science, University of Minnesota.
