George
Stubbs is currently President of GES Solutions, a consulting
company specializing in Earned Value Management Systems
and Government Proposal Cost Volume preparation. GES Solutions
has partnered with Calypso Software Systems to form The
CBT Workshop, a computer based training provider specializing
in Program Management training.
Mr. Stubbs has over twenty five years of extensive Program
Management experience directing program Business Management
functions including program baseline development, manufacturing
management, production standards development, program
estimating, material estimating, subcontract analysis,
prime and subcontract negotiations, and program finance
functions for Information Technology, Software, and Hardware
programs. While working as a Consultant for GES Solutions
he directed the development of all cost volumes for Lockheed
Martin IS for a large ~1/3 Billion proposal to the FBI
for the replacement of all their IT equipment. He supported
Lockheed Martin IMS in all phases of program management,
project control and estimating and acted as Director of
Project Controls and Estimating during this engagement
while the position was being filled.
Mr. Stubbs led an on- site team of customer and outside
consultant personnel in the development and submittal
of all volumes for major ($300M - $500M) government procurements.
Supported Lockheed Martin Missiles and Space, Sunnyvale,
CA in the development of the Executive Summary for the
DBS IT Program. Assisted prime contractor in cost and
schedule base lining of an environmental restoration program
for a former DOE operating facility. Developed documentation
and operating instructions for DOE Argonne Laboratory
for the operation and integration of Primavera Project
Planner, MicroFrame's MPM Project Management Tool and
Argonne's internal accounting/cost collection tool. Performed
detailed analysis for SEI Systems & Electronics, Inc.
of a large manufacturing program to verify material and
labor baseline.
Mr. Stubbs has also worked for Martin Marietta Corp.,
Denver/Colorado Springs, Colorado, Boeing Company, Kent,
Washington, Raytheon Company, and Santa Barbara, California.
He left the USAF after six years with the rank of Captain.
He has a Master of Operations Management, from the University
of Southern California and a BA in Physical Science, Minor:
Math/Physics, from San Diego State University.
